Summary What does Article 4 of the Scientific panel of independent experts say?

This article sets out the terms and conditions governing the duration of membership on the scientific panel, as well as the procedures for dismissal and replacement.

It directly builds on Article 3, which establishes the selection and appointment process for experts, by defining what happens once experts are in post.

The article covers the two-year renewable term, the grounds and mechanism for dismissal, and how vacancies are to be filled mid-term.

  • Experts are appointed for a two-year term, with the possibility of renewals.
  • The Commission may dismiss an expert who resigns or no longer fulfils the conditions referenced in Articles 10 and 13 of this Regulation or Article 339 of the Treaty on the Functioning of the European Union.
  • The Commission is required to appoint a replacement for any mid-term vacancy, drawing first from the reserve list established under Article 3, and must aim to ensure continuity of expertise, geographic representation and gender balance when doing so.

    1. Experts shall be appointed as members of the scientific panel for a limited term of two years, with the possibility of renewals.

    1. Where an expert resigns or no longer fulfils the conditions set out in Articles 10 and 13 of this Regulation or in Article 339 of the Treaty on the Functioning of the European Union, the Commission may dismiss that expert.

    1. Where an expert is dismissed during his or her term of office, a replacement for that expert shall be appointed by the Commission for the remainder of the term from the reserve list, or, where necessary, following a call for expression of interest. When appointing a replacement, the Commission shall aim to ensure continuity of expertise, geographic representation and gender balance.
