Summary What does Article 8 of the Scientific panel of independent experts say?

This article governs how the scientific panel organises and regulates itself internally.

It establishes that the panel must adopt its own rules of procedure, developed in agreement with the Secretariat, and sets out the minimum subject matter those rules must cover, including how tasks are carried out, how the core principles of independence and conduct are applied, and how voting works.

The article also builds on other articles in the regulation by requiring the rules of procedure to operationalise the principles laid down in Articles 10 to 13, effectively making this article the procedural bridge between those conduct obligations and their practical application.

    1. On a proposal by and in agreement with the Secretariat, the scientific panel shall adopt rules of procedure by simple majority of its members.

    1. The rules of procedure for the scientific panel shall provide, inter alia, for:

      1. procedures for carrying out the tasks of the scientific panel as referred to in Article 68(3) of Regulation (EU) 2024/1689;

      2. rules ensuring the application of the principles laid down in Articles 10 to 13 of this Regulation;

      3. rules related to voting, including through silence procedure.

    1. The scientific panel shall, in agreement with the Secretariat, review the rules of procedure at least every two years regarding their contribution to an effective functioning of the scientific panel and, where necessary, update them.

    1. The rules of procedure shall be publicly available on a dedicated Commission website.
