Article 85 General provision

Summary What does Article 85 of the Anti-money laundering authority regulation (AMLAR) say?

This article sets out the employment and staffing framework for the Authority.

It establishes that standard EU Staff Regulations apply as the baseline for all Authority staff, while carving out a specific exception for the Authority's most senior figures.

The Chair and Executive Board members are benchmarked against equivalent roles in the EU's General Court for pay and pensionable age purposes.

The article also addresses the Authority's ability to bring in seconded national experts and FIU delegates, with the Executive Board responsible for establishing the rules governing those arrangements.

Important points:

  • EU Staff Regulations apply to all Authority staff for any matter not otherwise covered by this Regulation.
  • The Chair of the Authority and Executive Board members have their pay and pensionable age set at the level of a Member and the Registrar of the General Court respectively, as a specific exception to the general rule.
  • The Executive Board is required to adopt and maintain rules for seconded national staff, covering financial arrangements such as insurance and training.
