This is a transitional provision that works in conjunction with the regulation's application date established in Article 27 (10 July 2027).
It sets out the notification obligations and deadlines that apply during the initial roll-out of the regulation, covering both groups with a head office outside the Union (Section 5) and structures such as networks, partnerships, and franchises (Section 6).
In both cases, parent undertakings identified as of the regulation's application date must formally notify supervisors of their role by 10 December 2027, with enforcement consequences triggered if they fail to do so.
Supervisors retain full supervisory powers throughout this transitional window.

The parent undertaking in the Union identified under Section 5 of this Regulation as of 10 July 2027 shall notify their role to the supervisor by 10 December 2027. If a parent undertaking fails to notify to the supervisor by 10 December 2027, appropriate measures pursuant to Section 4 of Chapter IV of Directive (EU) 2024/1640 shall be taken.
The parent undertaking in the Union identified under Section 6 of this Regulation as of 10 July 2027 shall notify directly or through obliged entities depending on whether the parent undertaking is an obliged entity their role to the supervisor by 10 December 2027. During the transitional period referred to in the first and second paragraphs of this Article, supervisors shall have all the necessary supervisory powers conferred on them by Directive (EU) 2024/1640 with regard to the obliged entities under their scope of supervision.

- for groups whose head office is located in the Union, an obliged entity that is a parent undertaking as defined in Article 2, point (9), of Directive 2013/34/EU that is not itself a subsidiary of another undertaking in the Union, provided that at least one subsidiary undertaking is an obliged entity;
- for groups whose head office is located outside of the Union, where at least two subsidiary undertakings are obliged entities established in the Union, an undertaking within that group established in the Union that:
- is an obliged entity;
- is an undertaking that is not a subsidiary of another undertaking that is an obliged entity established in the Union;
- has a sufficient prominence within the group and a sufficient understanding of the operations of the group that are subject to the requirements of this Regulation; and
- is given the responsibility of implementing group-wide requirements under Chapter II, Section 2 of this Regulation;
