Article 7 Exchange of reports between competent authorities
Competent authorities shall transmit STORs by using the form of unsolicited provision of information set out in Annex IV to Commission Implementing Regulation (EU) 2024/2545(7)Commission Implementing Regulation (EU) 2024/2545 of 24 September 2024 laying down implementing technical standards for the application of Regulation (EU) 2023/1114 of the European Parliament and of the Council with regard to standard forms, templates and procedures for the cooperation and exchange of information between competent authorities (OJ L, 2024/2545, 26.11.2024, ELI: http://data.europa.eu/eli/reg_impl/2024/2545/oj)..
The transmitting competent authority shall attach the STOR to the form referred to in paragraph 1, without being required to translate it into the language of the receiving competent authority. The transmitting competent authority shall include any additional documents provided in the STOR, specifying the legal basis for the provision of the information.

Recital 17 Transmission of STORs among authorities
It is necessary to lay down provisions for the transmission of STORs among competent authorities. Such requirements are critical, in the absence of a transaction reporting regime, to ensure efficient market supervision and enforcement while preventing the transmission of a massive flow of information that would not be useful for the receiving authority.
