Recital 1 The NIS 1 directive

Directive (EU) 2016/1148 of the European Parliament and the Council (⁴)Directive (EU) 2016/1148 of the European Parliament and of the Council of 6 July 2016 concerning measures for a high common level of security of network and information systems across the Union (OJ L 194, 19.7.2016, p. 1). aimed to build cybersecurity means cybersecurity as defined in Article 2, point (1), of Regulation (EU) 2019/881; capabilities across the Union, mitigate threats to network and information systems means: an electronic communications network as defined in Article 2, point (1), of Directive (EU) 2018/1972; any device or group of interconnected or related devices, one or more of which, pursuant to a programme, carry out automatic processing of digital data; or digital data stored, processed, retrieved or transmitted by elements covered under points (a) and (b) for the purposes of their operation, use, protection and maintenance; used to provide essential services in key sectors and ensure the continuity of such services when facing incidents means an incident as defined in Article 6, point (6), of Directive (EU) 2022/2555;, thus contributing to the Union’s security and to the effective functioning of its economy and society.
