ENRecital 41 National CSIRTs
Member States should be adequately equipped, in terms of both technical and organisational capabilities, to prevent, detect, respond to and mitigate incidents means an incident as defined in Article 6, point (6), of Directive (EU) 2022/2555; and risks means the potential for loss or disruption caused by an incident and is to be expressed as a combination of the magnitude of such loss or disruption and the likelihood of occurrence of the incident;. Member States should therefore establish or designate one or more CSIRTscomputer security incident response teams under this Directive and ensure that they have adequate resources and technical capabilities. The CSIRTscomputer security incident response teams should comply with the requirements laid down in this Directive in order to guarantee effective and compatible capabilities to deal with incidents means an incident as defined in Article 6, point (6), of Directive (EU) 2022/2555; and risks means the potential for loss or disruption caused by an incident and is to be expressed as a combination of the magnitude of such loss or disruption and the likelihood of occurrence of the incident; and to ensure efficient cooperation at Union level. Member States should be able to designate existing computer emergency response teams (CERTs) as CSIRTscomputer security incident response teams. In order to enhance the trust relationship between the entities means a natural or legal person created and recognised as such under the national law of its place of establishment, which may, acting under its own name, exercise rights and be subject to obligations; and the CSIRTscomputer security incident response teams, where a CSIRT is part of a competent authorityas defined in Article 46, Member States should be able to consider functional separation between the operational tasks provided by the CSIRTscomputer security incident response teams, in particular in relation to information sharing and assistance provided to the entities means a natural or legal person created and recognised as such under the national law of its place of establishment, which may, acting under its own name, exercise rights and be subject to obligations;, and the supervisory activities of the competent authoritiesas defined in Article 46.
