Artikel 20 Inledande av förfaranden
Om kommissionen avser att inleda ett förfarande i syfte att eventuellt fatta beslut enligt artiklarna 8, 29 och 30 ska den anta ett beslut om att inleda ett förfarande.
Utan hinder av punkt 1 får kommissionen utöva sina utredningsbefogenheter i enlighet med denna förordning innan den inleder ett förfarande enligt den punkten.
